Todd McKinnis is a Partner in the Edmond law firm of Rubenstein & Pitts, PLLC. Todd was born in Lawton, Oklahoma, and moved to Edmond in 1981 where he graduated from high school in 1985. He received his undergraduate degree in Political Science in 1989 and his law degree in 1994 with Distinction, both from the University of Oklahoma. Following graduation, Todd continued to be involved at the University of Oklahoma College of Law as an adjunct professor of law.
He is a member of the Oklahoma County Bar Association, and Oklahoma Bar Association.
Todd practices primarily in the areas of commercial law, corporate and partnership law, real estate transactional and land use issues, estate planning, charitable and non-profit organizations. Todd has been recognized in Super Lawyer’s Magazine as being in the top 5% of attorneys in Oklahoma in the area of real estate law. As part of his real estate practice, Todd regularly practices in front of the Edmond City Council as well as various other City of Edmond Boards and Commissions as those entities relate to real estate development in Edmond. While representing his clients, he has worked to establish some of the largest public-private partnerships involving real estate in the history of Edmond.
Todd represents closely held businesses in all aspects of their operations, from formation to dissolution and virtually every legal matter that impacts their business operation. He aspires to help individuals get their product or service to the market. He enjoys handling the legal aspects of business so the entrepreneurial client can focus their time and attention on their business.
Todd was honored by Durocher’s Oklahoma City Business newspaper by being identified as a member of the 2002 Class of Forty Under Forty. He is a founding board member of the Oklahoma City Memorial Marathon. Todd received the Edmond Chamber of Commerce Citizen of the Year in 2006, the Chairman’s Award in 2001, and was the 1998 Edmond Volunteer of the Year. He was the 2003 Chairman of the Edmond Area Chamber of Commerce Board of Directors. In 2009, Todd was Chairman of the Board of Oklahoma Christian School. He currently serves on the board of directors for Anna’s House Foundation and Edmond OK Alliance 2050, Inc. He is the 2024 Chairman of the Board for Anna’s House Foundation. He most recently served as Chairman of the GO Bond Advisory Task Force for the City of Edmond.

Noteworthy Projects and Practice Areas:
- Represents the developers of approximately 300 acres of land at the intersection of Covell and Interstate 35 in Edmond to negotiate a development agreement with the City of Edmond for the first significant private public partnership in the history of Edmond.
- Represents multiple local and out of state developers throughout the downtown core of Edmond regarding the establishment and implementation of the City of Edmond’s first comprehensive Tax Increment Financing District.
- Currently working with a family office client that controls over 3000 acres of land in Oklahoma County to land plan and eventually create a multi-generational development that will involve several governmental entities.
- Involved with the City of Edmond Planning Department to participate in zoning updates, long range planning and identification of creative and unique options to address housing challenges for Edmond’s growing and diverse population.
- Regularly represents multi-family developers to assist in diversifying housing options to include more multi-family products throughout the Oklahoma City Metropolitan area.
